Work Programme 2022-2024

Task 44 contributes to the development and analysis of bioenergy solutions that can provide flexible resources for a low-carbon energy system. The objective is to improve understanding on the types, quality, and status of flexible bioenergy and its future role, and identification of barriers and future development needs in the context of the entire energy system.

We address our objective of enhancing the implementation of flexible bioenergy concepts to support the on-going transition to a low-carbon energy system through four dedicated Work Packages. The work builds on the outcomes during 2019-2021, when an overview of different aspects of flexible bioenergy were created, namely related to technologies, expectations, policies as well as system integration. In the activities of current triennium, we put special focus on Best Practice examples, flexible bioenergy in energy system modelling, synergies with clean hydrogen and BECCS/U, and quantification of value of flexibility.

WP1 – Flexible bioenergy concepts – Best Practice examples

The main objective of WP1 is to identify emerging flexible bioenergy concepts, monitor the development, and showcase the multiple benefits from flexible bioenergy through concrete Best Practice examples. The WP aims at bringing together views and expertise from technical Tasks as well as identifying their data needs regarding flexibility of bioenergy technologies.

WP2 – Flexible bioenergy integration in energy systems

To prepare the transformation of the energy system, energy system modelling is used for decision support for decision makers in industry and policy, but also for public debate. The value of flexible bioenergy is often created by optimization of the overall energy system. As the long-term energy system planning is often done with energy system modelling, integration of flexible bioenergy options into these models is a precondition to optimize their possible value in sustainable energy system transformation. Therefore, this WP puts special focus on energy system modelling.

The WP aims at fostering flexible bioenergy implementation through making it visible to energy system modelling community and defining their data needs to take flexible provision from bioenergy better into account. Collaboration with other TCPs is anticipated.

WP3 – Acceleration of flexible bioenergy concepts implementation

This WP focuses on analyzing drivers and bottlenecks for flexible bioenergy in different countries and political frame conditions, market designs and policies to incentivize flexible bioenergy, and contributing to long-term target of valorizing and quantifying the value of flexibility.

WP4 – Inter-Task projects and collaborative projects

In 2022-2024, Task 44 leads Inter-Task project on Synergies of green hydrogen and bio-based value chains deployment and participates in Inter-Task project on Management of biogenic CO2: BECCUS Inter-Task Phase 2.

The common target of Task 44 activities in the Inter-Task projects is to define system services bioenergy can provide in the energy system and broader context and elaborate synergies and trade-offs between flexibility, green hydrogen, BECCS/U.
